Stefan Noe, President
As an experienced energy and environmental lawyer, Stefan Noe’s energy-related work spans more than 15 years. Mr. Noe has a broad understanding of project development and finance, and has become a leading figure in the wind power industry. Through his thoughtful leadership and competitive spirit, MWE quickly became one of the Midwest’s most successful and trusted wind power development companies.
Mr. Noe holds a Political Science and Business Administration degree from Indiana University and a J.D. from DePaul University College of Law.
Michael J. Donahue, Executive Vice President
With over 25 years experience in land planning, zoning and development, Mike Donahue, has assisted public and private sector across the country with the development of wind, hydroelectric, natural gas and coal-fired power plants.
As a court-qualified expert in his field, Mr. Donahue has testified as an expert witness in hundreds of court proceedings and public zoning hearings.
Timothy W. Polz, Vice President and General Counsel
Managing the initial phases of all of MWE’s development projects, Tim Polz’s work as an energy and environmental lawyer has made him an expert in site identification, land acquisition, wind resource evaluation and local and state government relations.
Mr. Polz holds a bachelor's degree in Natural Resources and Environmental Sciences from the University of Illinois Urbana-Champaign. He also holds a J.D. with a certificate in Environmental & Energy Law from Chicago Kent Law School and is a member of the Illinois State Bar.
Tom Swierczewski, Director of Development
Mr. Swierczewski started with Midwest Wind Energy in 2006 developing wind farms in Illinois, Wisconsin and Nebraska. He has been a practicing land planner for over 12 years in Minnesota, Iowa, Wisconsin, Indiana and Illinois and is a member of the American Institute of Certified Planners. Tom is currently Project Manager of the 80 MW Broken Bow wind farm in Custer County, NE scheduled to be completed in late 2012 and the 210 MW Walnut Ridge wind farm in Bureau County, IL scheduled for construction in 2011.
Mr. Swierczewski holds a bachelor's degree in Community and Regional Planning from Iowa State University.
Patrick Dalseth, Project Developer
Patrick Dalseth has over 14 years of experience in land development and zoning. Starting his career in the public sector, Mr. Dalseth was a city planner for Crystal Lake, IL before moving to a career in commercial real estate where he was in charge of the entitlement and development of several multi-million dollar projects. Since joining Midwest Wind Energy in 2007, Mr. Dalseth has developed both the 80 MW Elkhorn Ridge & 80 MW Laredo Ridge wind farms in Nebraska.
Mr. Dalseth holds a Bachelor of Science degree in Community & Regional Planning from Iowa State University.
Bill French, Project Developer
Bill French has over 21 years of experience in project design, land acquisition, land development and city planning. As the Senior Planner for the Village of Schaumburg, Illinois, he helped guide the community through a tremendous growth period that included the redevelopment of the Olde Schaumburg Centre. In the private sector, Bill was also the project leader in the acquisition and entitlement of dozens of developments for single-family, multi-family and commercial development throughout the Greater Chicago area. Along with being a Registered Landscape Architect he has served on numerous appointed and elected public positions in Northern Illinois.
Mr. French holds a bachelor’s degree in Landscape Architecture from Iowa State University.
Cynthia Crimmins, Manager of Business Operations
Cynthia Crimmins brings over 16 years experience in operations and human resources management to Midwest Wind Energy. She oversees human resources and business operations for Midwest Wind Energy.
Ms. Crimmins holds a bachelor’s degree from Eastern Illinois University.
Karen Madsen, Executive Assistant
Karen Madsen brings more than 20 years legal experience to Midwest Wind Energy. She provides paralegal and administrative support to the President, Vice President and Project Coordinators.
Ms. Madsen attended Lewis University in Lockport, Illinois majoring in Sociology and minoring in Media and Communications. She furthered her education in Gerontology at Dominican University in River Forest, Illinois. Additionally, Karen successfully completed her certification in Contract Law and Construction Liability.
Vanessa Gutierrez, Project Assistant
Vanessa Gutierrez is Midwest Wind Energy’s Project Assistant. She provides administrative support to the Project Coordinators.
Ms. Gutierrez is a graduate of DePaul University.
